Deputy Project Manager

Contract

Our client is seeking a contract Deputy Program Manager  to assist with program documentation, scheduling, reporting, and controls. This role will interface with a team of scientists and engineers internally and externally.  Candidates must have extensive program management or program controls experience.  The main focus for the role is project management, planning and schedule development for a developmental project focused on new nuclear technologies. 

Location: Bellevue, WA
Duration: 6+ month contract

Summary:
The Deputy Program Manager is to be responsible for management of the Program Schedule. The project is in the pre-conceptual design status and is working to develop a three plus year program management plan of design activities including trade study plans, component development, lab experiments, bill of material/procurement planning, and design reviews.  This position will report to the  Program Manager. The Deputy Program Manager will work with the Program Manager, Technical Lead, and Engineering Team to develop and maintain the program schedule (on a monthly basis). The services required include working with the design engineers and scientists to facilitate the breakdown of tasks into executable work scope and subsequent development of an integrated schedule with appropriate progressing methodologies. It is the Deputy Program Manager’s responsibility to interrogate the schedule and discover upcoming obstacles and opportunities for improvement.  

Additional tasks may include development of program governance documents (Program Management Plan, Systems Engineering Plan, etc.), purchase card management, and project management functions.

Collaboration is integral to this role, as the candidate will interface with a dynamic, cross-functional, multi-cultural, and interdisciplinary team. Effective communication, teamwork, and collaboration are essential, with a focus on maintaining composure to ensure a program where the team is productive and to facilitate timely decision-making.

Responsibilities
  • Serve as the primary point of contact for the Program schedule with the program partner companies
  • Responsible for maintaining the program schedule
  • Responsible for evaluating and identifying pinch points in the schedule and communicating these to the appropriate engineering lead
  • Responsible for keeping the Program Manager & Technical Lead and Group Leads apprised on schedule challenges and recommend areas in need of improvement
  • Responsible for interfacing with the Group and System Leads to ensure the schedule is up to date, including incorporation of supplier schedules
  • Responsible for collecting and reporting schedule progress and metrics in the following:
    • Monthly Reviews
    • Monthly Program Status Report (PSR)
    • Monthly Schedule Adherence
    • Responsible for monthly reporting of the Resource Plan (internal)
  • Utilize EVMS principles and other program management best practices while supporting the Program Manager & Engineer, group leads, and Engineering Team in the execution of defined scope and deliverables
  • Manage month-end Earned Value reporting process including assessing of SPI, CPI, EAC, BAC, and VAC for the program
  • Produce Monthly Program Status Report that tracks and communicates overall program work performance in terms of scope, schedule, budget, and risk
  • Assist group leads and program manager in developing and maintaining the resource loaded master program schedule in Microsoft Program
  • Regularly update and provide progress reports, layouts, and publication of the master schedule
  • Assist with program change control for changes affecting baseline budget, scope or schedule which exceed established thresholds
  • Perform Credit card purchases for the program that provide essential swift procurement for the program
  • Responsible for developing & maintaining supplier relationships
  • Assist in the training, developing, and mentoring of employees.  
  • Assist with forms from partner companies to bring on new team members. 
  • Responsible for direct communication and relationships with the following Support Orgs: Finance, ESH&Q, Legal, and Procurement
Key Qualifications and Skills
  • Minimum of 8 years’ experience in a technical or program management role
  • Experience developing and managing complex program schedules with multiple stakeholders
  • Clear communication, strategic thinking, and organization are key qualifications
  • Strong organizational and communication skills including technical writing, and presentation skills.
  • Strong Interpersonal abilities to support team philosophy and strategy.
  • Ability to adapt-to and rapidly learn new software and processes
  • Demonstrated affinity for understanding key objective and intent and then working with stakeholders and software tools to improve a process or system to make it more efficient.
  • Bachelor’s degree in technical field
  • PMP or AACE certificate is preferred
  • Experience with Atlassian Confluence and JIRA preferred
  • Strong technical background, including engineering management, is highly desirable.
  • Personal computer proficiency (word processing, spreadsheets) and other software utilized by the company.
  • The successful candidate will possess a high degree of trust and integrity, communicate openly and display respect and a desire to foster teamwork.
  • Familiarity with MS Project and JIRA is desired.

Estimated Compensatin Range for WA State residents = $50.00 - $100.00 per hour.
