Nuclear Emergency Preparedness Program Specialist

Our client is seeking a contract Nuclear Emergency Preparedness Program Specialist.

Job Summary:
The Nuclear Emergency Preparedness Program Specialist reports to the USO Support Procedure & Program Lead and is focused on a Emergency Preparedness program. In this role, you will act as a Program Specialist for nuclear reactor projects or other highly technical projects.  This position requires a high potential individual who will focus on emergency preparedness program aspects of the reactors currently being developed. The successful candidate will coordinate with engineers working on systems, components, or engineering analyses related to nuclear plant emergency preparedness. The Program Specialist will work as part of a high-performing team of engineers and scientists.



Responsibilities
  • Standup the emergency preparedness (EP) program.
  • Develop program procedures which can be used to develop EP program engineering, maintenance, and operations procedures.
  • Coordinating with various departments and outside vendors for the development of EP program deliverable.
  • Provide support to NRC licensing questions for EP program requirements and implementation.
  • Provide emergency response development support.
  • Responsible for supporting geographically diverse design team members to develop the Power Station Emergency Preparedness procedures.  The team is composed of employees, subcontracted resources, partner employees, and customers.
  • Assist in the development, maintenance, and refinement of plant level and system level requirements, specifications, and strategy documents related to EP needs in design, as well as operations and maintenance activities over the lifecycle of a nuclear facility.
  • Develop and implement plant EP strategies.
  • Coordinate with outside organizations (INPO, NEI, etc.) to ensure industry best practices are being used and to influence the development of industry standards for advanced reactors.
  • Development outlines, methodologies, response guidelines for the Emergency Response Organization (ERO).
  • Participate in design efforts to evaluate plant integrated control and transient event responses and provide recommendations/optimizations related to nuclear plant emergency response to influence design.
  • Support design reviews and resolution of cross functional technical concerns as a Subject Matter Expert in Emergency Preparedness.
  • Ensure that licensing and regulatory requirements are clearly established and implemented in the design, including development of regulatory submittal documents such as topical reports.
  • Support continuous learning and application of nuclear industry best practices to maintain the highest quality of engineering design and proactively identify process change/enhancement opportunities.
  • Develop applicable sections related to the EP program in the Operating License Application.

Key Qualifications and Skills

 
  • B.S. degree in an engineering or science discipline from an accredited university OR 8 years of experience in Emergency Preparedness at a nuclear facility. 
  • 5+ years experience in commercial nuclear Emergency Preparedness.
  • Knowledge of the implementing requirements for and licensing basis of the Emergency Preparedness program.
  • Experience developing and/or approving nuclear plant EP procedures is preferred.
  • Experience developing long-term project management schedules is preferred.
  • Strong understanding of nuclear regulations, plant work control processes, operational design philosophies, and integrated plant operations during normal and off-normal events.
  • Strong understanding of 10CFR50.47, 10CFR50.160, and 10CFR50.54(q). 
  • Excellent technical writing, communication, and presentation skills, including periodic training development and presentation.
  • Attention to detail and aspiration for technical excellence.
  • Candidate must be a high potential, self-starter and possess ability to coordinate and lead a team’s effort with minimal direction.
  • Ability to handle projects that include many competing objectives and design constraints, with ability to resolve conflicts between objectives.
  • Ability to work on tasks that require a multi-disciplinary approach.
  • Experience working to quality standards on design activities, such as ASME NQA-1.
  • The successful candidate will possess a high degree of trust and integrity, communicate openly and display respect and a desire to foster teamwork.
  • Actual position starting level and title will be determined based on assessment of qualifications.

Estimated compensation for WA State residents = $45.00 - $70.00/hr
