The Process Safety Engineer is responsible for implementing and maintaining systems to reduce risk to diminish or remove hazards. The Process Safety Engineer actively works in their designated operating areas to implement, update, improve PSM systems and processes, standards, procedures, and communicates critical PSM/RMP related performance information to the HSSE Department.
Facilitate various forms of hazard analysis including Hazard and Operability Studies (HazOp), Layers of Protection Analysis (LOPA), what-if, and what-if checklist methods.
Steward the refineries PHA Program and oversee the life cycle for the PHA process
Lead development of interim risk reduction strategies for high consequence scenarios
Champion process safety in assigned Operating Areas:
Lead monthly PSM meetings
Interact regularly and frequently with Operations, Maintenance, and Engineering at assigned areas to build rapport and to be aware of, and assist with resolving, process safety issues
Develop and deliver training on process safety management and related topics. Advise on interpretation and application of internal and external standards
Lead/participate in incident investigations, review cause maps, and ensure post incident lessons learned and incident prevention strategies are implemented
Provide leadership and technical support to the facility’s process safety teams as well as associated process safety programs and their initiatives
Oversee the collection and reporting of PSM and RMP related performance measures (API 754, AFPM Personal Safety Index)
Identify and establish leading indicator metrics that are tracked, trended, and used in a way to identify areas of concerns, improvement programs, address risk/ hazards and ultimately eliminate incidents.
Maintain knowledge of and competency in current affairs and contemporary issues of OSHA Process Safety Management & EPA Risk Management Plan
Develop expertise in administering the refinery Management of Change (MOC) program and working closely with site MOC Champion for continuous improvement.
Perform training, lead team meetings, compose and deliver presentations to various groups at all levels of the organization
Minimum/Preferred Qualifications
Bachelor’s Degree in an Engineering or technical related field
3 years’ minimum combined experience in safety, operations, maintenance and/or engineering in the refining or petrochemical industry required; 5 years' preferred
Experience in conducting hazards analysis, management of change process reviews and risk management analysis
Proficient verbal and written communication skills demonstrating the ability to impact internal and external customers
Proficient in multitasking and planning multiple projects simultaneously
Valid Driver’s License required
