DESCRIPTION
Reviews applications for Wastewater Capacity Reservation (WCR) letters for the Utility Analysis-Developer Services Section. Prepares letters containing accurate impact fees owed in compliance with the Code of Ordinances and State Laws and Regulations. Provides critical customer service needs. Provides accurate and detailed feedback to customers regarding the status of their applications. Enters approval or rejection and plan review notes in the building code database. Reviews corrected resubmittals. Interfaces with other technical disciplines and departments for code, ordinance and regulation enforcement and plan review processes. Provides data entry support for the Impact Fee Administration and Taps and Meters Groups. Answers questions from the public and internal staff by phone and in person. Communicates and assists customers with the application process. Assists with open records requests. Performs other duties as assigned.

COMPLEXITY
Work consists of standard procedures and tasks where analytic ability is required, in following guidelines, policies and procedures.
IMPACT OF ACTIONS
Errors in work could lead to moderate expenses and inconveniences. Work is typically performed under moderate to limited supervision with standard operating procedures. The incumbent functions under general review and at times autonomously, with the supervisor available to answer more difficult questions.
SUPERVISION EXERCISED
Direct Supervision: No direct report employees.
Indirect Supervision: No indirect reports.
CONTACTS
Internal Contacts: Level of internal contact is primarily with professionals and supervisors. Interaction requires moderate tact and cooperation; e.g., scheduling and/or coordinating two personal calendars, resolving problems and/or obtaining necessary information.
External Contacts: Level of external contact is primarily with citizens, visitors and/or mid-level representatives of government agencies, guests, vendors and professional contacts with allied organizations. Interaction involves information exchange and/or simple service activity requiring moderate tact and cooperation.

KNOWLEDGE:
Requires a related Associate's degree, such as Building Inspection, or the equivalent. May require a valid Texas driver's license and compliance with the City of Houston's policy on driving.
EXPERIENCE:
Two years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed are required. Two additional years of skilled, journey level experience in building trades, inspection or plan examining in the area of analysis to be performed may be substituted for the above degree requirement.

PHYSICAL EFFORT:
The position routinely requires stooping or bending and/or routine lifting of moderately heavy items, such as plans (up to 40 pounds).
WORK ENVIRONMENT:
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office      chemicals and/or extensive use of a video display terminal.
PHYSICAL SKILL:
Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.
